No on both counts. The official FAQ as read on September 7, 2026 describes an additional gift and fee for each included spouse and each unmarried child under 21. A son of 22 cannot be included as a dependant at all and would need his own application or another route.
Two payers in the household, and one person left out
Hypothetical example: a Haldimand County couple with a twenty-two-year-old son reads the individual Gold Card figure and assumes it covers the family. It does not. The framework as described charges the gift and the processing fee for the principal, then the same gift and fee again for a spouse, and again for each unmarried child under 21 who is included.
Their son is over the age line, so he is not a derivative under this or any immigrant category; he would need to qualify independently, whether by making his own gift, through employment, or through a family petition filed years later once a parent is a permanent resident. The household budget therefore doubles for the couple and leaves the son outside. Before proceeding, confirm the per-person terms on the official page on the day of application, since the figures are dated, and decide whether residence for two of three family members serves the family's purpose.
That decision belongs to the household, not to the framework.
